It creates an illusion that the white snow in on top but it is actually the bottom most element in the media. The first time I saw this method used to create snow was on a print by artist John Fellows. He made a snow cat vehicle using yellow and black peeking out from under a blanket of several inches and the implied background of fresh snow was only blank paper. In Greek Mythology, Argus was a god with eyes covering his whole body, able to see in all directions. This made him an ideal guard. Ween seems to be using him as a character more like a Buddhist deity and I’ve added to that.
